Flashing blue light directly across from a senior living community

I have contacted 7 11 corporate office and was contacted by a representative who spoke with whoever was concerned with this franchise and was assured that they would shut this light off every evening at 6 pm until 6 am. That happened for a short while, then it started again and the same rep told me that she emailed whoever is concerned with this franchise right away, but the problem continues. The light has been on for the last two nights, all night. It is up high enough to flash constantly in the windows of our front rooms and out bedrooms for those of us who live on the upper floors on the north facing side of the building. Even if they lowered the light to street level it would be an improvement.
