Wrong order and very poor customer service with no decretion

To whom it may concern, this Hungry Howie’s location is 14916 N Florida Ave Tampa Fla 33613. My family and I ordered a large one topping pepperoni pizza and a regular chef salad to be delivered to our home.  This meal cost $25 charged to my Visa card. The pizza was wrong, wasn’t made right and we attempt to stop the driver, but he has already left. I called Hungry Howie’s back that same night to tell them the order was wrong, and the driver left to return it. Her name was Chelsea, who answered the phone. I explained what happened and she said she will note the account with the impression that the pizza will be replaced.  No one came back. I kept calling from that point on numerous times and I gotten the run around: they didn’t have a driver, they had problems in the kitchen, there wasn’t a cook, long holds if they answer the phone, and was told you waited too long we can’t help you, or just get hung up on or was told to keep calling back. When I finally got a hold of someone, I again spoke with Chelsea and asked about the replacement pizza. She states “Oh I never told you It’s a replacement, I just noted the account not to forget the flavored crust in the future. I ask, “why would you note that on my account when you know it was the wrong order and I was trying to give the pizza back”? Chelsea states that she was not going to send nobody out not just for no flavored crust and she is not going to replace free food. She also states she blocked me out of their system as a customer. Chelsea even made a statement “why would you want a pizza from us anyway after all this”? I commented, “you’re right so give me the owner’s name”. Chelsea refuse to give me the owner’s name and told me to look it up. I keep asking, and a few minutes later she gave me some name and I ask to spell it, Chelsea states “You don’t know how to spell”? because I’m not going to, so you spell it. There was a lot of back and forth when I ask her questions and it was apparent that she was very misleading and lacked customer service skills. This place charges my Visa card and in the end, something went wrong, and did not want to make this right. It is also running very unprofessionally (more like random people just off the streets giving a job). Not a nice place. We just threw our money away and found something else to enjoy which was an inconvenience. I really feel that this is not right and don’t appreciate how I was treated as a customer.  There is more to this complaint. I would really like for this matter to be resolved promptly. I will keep up my research on the owner of this store to get the issues resolved.
